Harvey played at a variety of clubs as a medium pace bowler and hard hitting lower order batsman and occasional wicketkeeper. Apart from North Hobart, most of his clubs are now defunct including Geilston Bay, OTOS, St James, Associates and Hobart Matric. He took up umpiring in the then North West Tasmania Cricket Association (NWTCA) in the summer of 1995-96 standing in around 200 games there, including one A Grade and six B Grade Grand Finals. Harvey is currently the only NWTCA umpire who has been appointed to Grand Finals in all four Grades and the twilight and Advocate Cup competitions. After a work-related move to Hobart in 2003 he umpired with the TCUSA for the first time during the 2003-04 season, however, an injury forced him into retirement. Despite that he was eventually coaxed back to umpire in the Southern Cricket Association where he umpired two A Grade and one B Grade Grand Finals. Harvey rejoined the TCUSA in 2010 and officiated in Cricket Tasmania Grade cricket where he says the standard of both cricket and behaviour is much better.
